Minnesota has established a value of solar, a term that will become more common across the Country in my opinion. Not only will regulators ask utilities to measure the value of solar but solar developers should learn to sell based on the value of solar. The total benefits test should be applied for solar including societal and technical benefits to the consumer and grid.
