Sitting in a utility executives shoes for a moment I think of two values that I would pitch to my regulators regarding solar. Diversity and Water. As an executive I may (or may not) be able to hedge my fuel costs but one surefire way to pitch the value of solar is to lessen the impact of fuel cost increases. At the same time I would build a coalition with farmers, environmentalists and others worried about water supply.
